It doesn't mean they "know" they are being observed, but the act of "observation" alters them. Observation does not necessarily mean looking with your eyes. You migth be blind, and detect people around you by throwing stones and listening for a reaction. But then the reaction would be one of anger, "wtf stop throwing stones at me you bitch". In this case you would perceive everyone to be angry, because you are making them so. It would be impossible to determine whether they were there without making them angry in the process, you are changing the outcome by your "observation"
