Once a plant gets a little older you can start doing a very light foliar spray in the root zone and the mulch is less important but still beneficial. People also underestimate how much weed pressure will slow down a young tree much less a young perennial or bunch grass. Anyways, mulch will supress weeds considerably (though not completely) and it will retain moisture better. This is especially important if you are say... doing a mass-planting of young plugs. Too young to spray over top of. Small enough that weed pressure will stunt. They need frequent watering. Etc. a good mulch can make a big big difference in that scenario. Especially if you are only trying to buy a few seasons till the plant in question can dominate the weed pressure. Always plant things that will come to dominate weed pressure so you don't have to start at ground zero every year (aka don't plant annual beds and annual gardens).
