There's a reason CLPR is only live on Hedera itself; it's impossible to implement on other chains without either incurring massive gas costs, or compromising on data security by gimping the system.

CLPR works like Cosmos or Avalanche in that there's a registry of validators. Keeping this registry alive on a foreign chain requires continuous state tracking. This means massive amounts of gas.
Bypassing this gas cost involves cutting corners. Massive ones.
