I don't mean small talk or being friendly, in fact we work in different offices, I mean ignoring emails and messages and refusing to do their job and managers who also ignore it, which ends up impacting me.
We're big on ownership which means managers are out to lunch and it's all my fault somehow still.
They're publicly disrespecting me which means I need to do something.

I basically did that bumping the same thread every month and adding leadership.
While I could easily technically defend myself it just makes me seem ineffectual which makes me mad because I am a high performer.
I could have even just done the task, well I did as a draft out of curiosity, but we have a separation of duties. I wasn't totally sure if announcing that would benefit me or not. But yeah that I guess will be my scorched earth option.
Also normally I hold my tongue and am agreeable but I think that's cucking me here, but also you can't do much in an office everything is passive.

All you can really do is document and if it comes to a board meeting, just have your documents in order and put it on management. Ultimately hierarchy is a thing and you have no responsibiltiy to shoulder a toxic environment.

I guess in an e-mail say 'hey this specific business goal will be unfulfilled if we don't get it done by this deadline, please give an ETA of fulfillment' or something to that effect. When it passes and everyone freaks, point to the e-mail. You're going to feel stress about it, and if this is intentional to get people to churn, you got lawsuit material (make sure to exfiltrate the core information with help of a legal rep if it ends like that).

It sounds like you're doing the right things as far as you've gone. There may be a question of whether your manager is trying to fuck you over by letting the other person get away with this.

Is the other person female or minority, and is your company one of those DEI hellscapes?

I had a coworker who kept logging bugs against my code, when the bugs were actually in his code because he was a fucking stupid pajeet who had totally been coding in C++ for years but somehow didn't know that array indices start from zero in C/C++. Anyway, I ended up getting fired because the company needed to do mass layoffs. He kept his job because he was an H-1B who cost half of what an American worker did. The company now trades on the pink sheets and the CEO is still the same guy, sitting around doing nothing useful while milking the remaining money out of the company. I'm honestly surprised that the investors don't have him whacked. It's literally been 25 years and he's still pretending that the company has some value to it.
