Historically, when the Mint has had shortages of silver blanks (planchets), Silver Eagle production has been constrained. Another possibility is that the Mint had inventory available through April and then temporarily exhausted available stock, resulting in no deliveries to Authorized Purchasers during May.

What makes this notable is that silver demand in the broader market was not weak during this period. If anything, physical silver demand remained robust. A zero month is therefore more likely to reflect a supply-side constraint than a lack of buyers.

There's also a market implication: if the U.S. Mint is unable or unwilling to supply Silver Eagles while silver prices are rising, premiums on existing Silver Eagles can widen relative to generic rounds and bars because the government-minted product becomes scarcer.

They're papering over it by crushing the paper market to force longs to dump. To do that they've restricted cashflow for every operation that uses rotating credit, shifted margin requirements, and shaken outparticipants on both sides of the paper market. The result is that, due to lack of moneyed countersignalling, the institutional trades can have much more effectiveness.

See picrel. The volume is currently 2/3 of the YTD daily volume, and 1/3 of the year's ATH volume. The tradeoff for this has been that the amount of outstanding unbacked paper silver has increased by several years of world production. So the risk side, in the event of a default, is higher.
