If they have an EUV machine to reverse engineer, it will speed up their development of a domestic EUV machine, not allow them to instantly finish development.

If they have an experimental EUV machine, it will still take years to improve it to the point that it is commercially viable, then also produce and to deploy it en masse.

Either way, it's still years until China has a proper domestic alternative to TSMC up and running.
