Dexes. Only two limitations come to my mind: 1) can be hard/expensive to trade fiat->crypto and 2) you can't get "physical delivery" of dumb chain coins like BTC or LTC that don't have trustless bridges to smart chains. For everything else dexes are just better.

I doubt europe is a big enough share of scamnance trading to cause a problem. I would welcome scamnance turning insolvent but it’s unlikely.
If the EU wanted to cause a panic over at scamnance, they would’ve done this when they sold everyones coins during the october flash crash and forced them to allow withdrawals immediately instead of making people wait for months.
