You do NOT need a general bull market to trade because even in the most bearish times there will be something going up some of the time. My typical hold period is minutes, sometimes seconds. For example pic related is a stock I traded this morning. I made $1400 on it even though it basically dumped all day and is now sitting at .90ยข 50% down from its open.
