He won't? Ask yourself why he hasnt done this already. Its been like 4 and a half years, they have thousands of nukes, they are getting stalemated and pressured. Many causalities, people getting angry that a despot leader is going on a suicidal vanity mission to restore the USSR which is becoming increasingly unlikely to be achieved.

The reason he hasnt done it yet is because he will have been told in private, in no uncertain terms, that if he uses a 'tactical nuke' then the precedent is set for one to be used against them. What even is a tactical nuke anyway? Blow one up in a remote area to show force? a non nuclear ballistic missile can achieve the objective anyway. So why do the show of force if using one means youll get one dropped on your own country at some point anyway.

The reason it wont happen because its still a nuke, and it will still ensure MAD.

Assuming he still has functional nukes. Nuclear weapons require maintenance to stay in working order and dud out if some of the radioactive guts with short half lives aren't swapped out every decade or so. The rest of the Russian arsenal is rusted crap, you think the nuclear stockpile is in better shape.

What would be the point in dropping nukes on Ukraine? The funding, the satellite intel, the satellite datalinks, the GPS navigation, the hard-to-manufacture parts used in the drones and missiles - these things all come from outside Ukraine.

The question you should be asking is, what would be the market reaction to nukes dropped on Poland, Romania, Denmark, etc?

Russia depends on countries like China to tolerate them. If they lose the support of their fellow autocrat pals, they're done. And say what you want about China but they are very opposed to using nukes aggressively. They would not accept it.

Overt attacks, yes, but you can be sure that covert assassination attempts against Putin would ramp the fuck up and not stop until he and everyone who supported his decision to use nukes are dead and buried.
