Why shouldn't China borrow? Interest on China's central government debt is low. Investors are almost giving China's government money for free. The Chinese state invests the money in things, mostly things that improve the resilience of the economy to external shocks, which further drives down default risk and thus further drives down interest payments on debt.

India's deficit is about equal to GDP growth, so India's debt-to-GDP isn't growing despite the deficit
