I would describe it more as a corrupt crony-capitalist scamocracy. The only difference between the US and China is that China doesn't pretend it isn't an authoritarian oligarchy. Americans are deluded into thinking they have some say in their government. Chinese people have no such delusion.

Germany really fucked up with their "debt scare", they needed to massively invest in modernizing their digital infrastructure, energy supply and their domestic military hardware production.
Debt do have a ROI, money you wouldn't otherwise have can bring a return that is higher than the borrowing cost.
