Really, inflation is a far better tool for stripping wealth from the poor and middle class than any sort of tax or trying to seize the funds. Not only is it impossible for individual people to stop, but it's also impossible to blame on any single person or group. If the government starts seizing money, any government official involved will be blamed and a target. Inflation makes your money worthless? Well, you can protest but that won't accomplish shit. Who are you going to punish for making your money worthless? No one, you can't.
It's hilarious how many people are convinced the rich and powerful are planning some dramatic event where they seize power, and completely ignore how they are slowly being made broke and powerless by systems the rich and powerful have already put into position. The top 10% own 90% of the wealth, and have convinced the remaining 90% that the majority of the tax burden should be paid by the 90% in income taxes and not the businesses owned by the 10%.
Why would they need to seize anything when they are already winning?

I think you are confusing retirement accounts and pensions. Pensions are owned by the government (at least, government pensions are), they can be dipped into by the government just like social security, and both of those are going to collapse. IRAs and 401k's are not pensions, they are not owned by the government, they are owned by the individual, the government cannot take them, they can only subject the owner to penalties on withdrawals. Your idea boils down to
