or, we finish the buildout at the cost of tens of trillions of dollars... and then it turns out greater compute got us a slightly better chatbot simulator. at this point the AI "bubble" becomes a real bubble and pops, because you cannot increase compute by an order of magnitude if you spent your wad on the previous order of magnitude.
it's literally a huge gamble to be first past the post, but no one knows if more compute will actually be enough.
