Desalination plants are less critical in Iran as they supply water to very specific areas while the vast majority of the country gets water from conventional sources. We can Dresden the entirety of Iran and they could still make sure Arabia is water starved for years and cause a global water crisis. The Syrian war refugee crisis will be a joke compared to what that would cause.
