Those "undisclosed communication devices" are likely just product differentiation, by selling the same solar panel or inverter in two variants, one variant that comes with remote communication enabled and one variant that comes with remote communication disabled, while saving on cost by only having one production model.

This type of product differentiation is quite common: sell the same product in multiple variants, one of which is gimped so that customers with greater purchasing power are enticed to buy the more expensive non-gimped variant but customers with less purchasing power will still buy your product.
