Everything from personal assistants to executives to lawyers working on it. Hedge fund and billionaires pay a lot of money to make sure they receive information before anyone else does. Therefore price action when the news hits the public may appear as manipulation, as it has already been largely priced in by the big boys, and the price may not move in a way that the public believes it should (for example, up on good news)
depends what you mean by manipulated. if you're talking actual fuckery then spoofing, wash trades, coordinated order flow, option pinning, market makers leaning on thin liquidity, all that boring shit exists. if you mean why are your bags dumping to hell while doing nothing that's usually just you discovering everyone else was positioned before you. big money can shove price around short term but they can't just type a number into the screen and make apple worth whatever they want
