You don't seem to understand that this is necessary for XRP to be spread all over.
It can't just pump to a price that no business or institution can afford an appreciable amount needed to do operations.
The SEC lawsuit succeeded in stopping Ripple in many ways because it stopped them from giving away XRP or selling it super cheap for institutions which was majorly impacting their willingness to participate.
