Futures are mostly used by physical buyers as a hedge. Buyers often order the oil weeks or months in advance and pay whatever the price per barrel is upon delivery. If they want to lock in todays price instead of gambling on what the price might be in 2-3 months upon delivery, they will open an equivalent short in the futures market. When a shitton of oil buyers all do this, you'll see a pretty big spread between physical and futures
