What sort of business?
The main issue is credit, which is exceptionally expensive in Brazil.

ROFL, this Anon Brazils.

I took a class in law school on international business transactions. The professors were a pair of attorneys who lived and worked in Brazil, one was Brazilian, the other an American with a biglaw firm who was assigned there. An entire section of the class was taken up with tax avoidance and tax compliance, because (1) business taxes in Brazil add up to more than 100% of revenues if a business is honest and pays them all, (2) it is therefore mathematically impossible to run a business in Brazil, which leads to (3) every Brazilian company is cheating on its taxes, but also (4) if your foreign company is investing in or buying a Brazilian firm then the Brazilian government WILL do a full audit to ensure the business is totally in compliance and remains so after your investment, and therefore (5) you should never even bother to try to invest in or buy out Brazilian companies because you WILL get completely fucked by the Brazilian government.

As a Brazilian, this is correct. The only way to make something work is if you have a politician in the pocket to ease the fiscalization.
This place is a hellscape businesswise, so yeah, stay the hell out of here.
