No it's not a shoulder roast. It's the combined round steaks from the back leg shank but cut the "wrong" way because that part of the animal is usually done for roasts or large braising.

If you had a large sous vide machine this is a perfect application for it. Very slowly cook it out for tenderness then whack it on ultra high heat to get a finish right before serving. Assuming it doesn't fall apart in the bag and ruin the spectacle.
Otherwise it's a boomer meme cut designed for showing off rather than being a good use of that meat.
