Probably not for prisons but in a few states, the local sheriff is allowed to pocket the difference between what it costs to feed an inmate and what the state provides as a food allowance. If you're in the county jail awaiting trial, your food might actually become better once you're sentenced to prison. As far as I know, no state allows a prison warden to pocket the difference between the food budget and what it actually costs to feed prisoners.
