American (as well as the Australian & New Zealand food standards) require a certain amount of fat from milk or cream. I don't know if the standards match but this is the Australia/NZ, where it's 10% milk fat.
If you want to stretch it, you can use non-milk fats, and the other way is to whip it/add more air to make it less dense which increases the volume (but not the weight). It's why the 'frozen dessert' style fake ice creams will melt into nothing very quickly because they're full of air.
