Right, I forgot about legit wholesale. Lemme look that up. My neighbours, friends and I hit up the wholesale district when we all wanna get a big box of something to split between us, like frozen saku (or the trimmings, sold as poke tuna) we got at Christmas. The wholesale produce market two buildings over from the fish one I like would probably have cilantro super cheap. All you need is EIN and you can buy direct. No membership fees. Fuck Costco.

My wife and I use self watering pots as seed starters and simply water them as normal rather than putting the water into the reservoir for capillary action along the nylon rope to do it for us; this way, excess water drips directly into the sizeable reservoir from above (and makes its way back up as needed without overwatering the plants) without overflowing everywhere.
Using those either as intended or how we do it would probably help you a lot. We use these small ones as seed starters but larger ones are likely available, too, if you need them:
