The municipality even set up outdoor "food halls" with seating and tables (IE formerly abandoned lots) where trucks can be parked permanently and sell food/ice cream from. I'm not sure how it works but I would guess the lots are city-owned and business pay rent for the space. There are three such "halls" within walking distance of my house.

If you're interested in the economics, there are several ice cream truck operators on YouTube. My general impression is that it's not a path to getting rich.
