I'm Asian, and I've noticed westerners don't tend to eat whole fish, mostly fillets.

It comes down to knife and fork not being suitable to eat it at all, most don't even know how to eat it so they just go for fillet. Chopsticks excel at picking the flesh off bones so you see a lot of fish with bones in Asian dishes

I thought Stargazy was pilchard, not mackerel. I like both but prefer mackerel. About to eat mackerel for dinner, actually. Also, Brits, like all Anglo cultures, tend to prefer fillets and fingers/sticks. They'll eat whole fish but somewhat begrudgingly these days and fish as a whole is in decline throughout the UK. Pity, too, because British waters have some great seafood.

We were slightly late to the party, but we've had refrigerators since the 1920s. The US had them since 1913 but they didn't become common in homes until 1924. We've had them since 1925 but then the war happened and they didn't become common until 1951 when we started building them ourselves rather than importing ones from Britain or the US. The average person at your supermarket apparently just wants a fillet that they don't need to scale or remove the pin bones or remove the head or fins from etc, so the higher demand and extra work needed to process it makes it cost more. You, the guy pretending that you make fish stock every other day so you enjoy processing every fish you come across from scratch, are not the average consumer in your area. The vast majority of people do not desire the constituent parts to make homemade fish stock so having the fish in its more unprocessed form is a massive inconvenience to them if they're not cooking the fish whole.

Going to guess mechanization* of the fish cleaning process made fillets more affordable, leading to them being the standard. Not sure where OP is, but around here if you wanted a whole fish, you'd have to pay extra since it's an uncommon order. Maybe Asian markets still have them at a low price.

Nope! At least not until surprisingly recently.
Believe it or not, fish are generally still processed by hand. A good friend of mine worked as a fish cutter for years. Before he got that job, I was under the same impression, that the process was entirely mechanised. Mechanisation only truly started in the mid 2010s and is now (as of 2021) starting to use AI, X-rays and water jets to find and remove pin bones. They're so accurate now, that the prior problem of fish varying in size so a machine couldn't process them without leaving behind a massive amount of wasted meat no longer applies.

Labor cost is insane in first world countries. If a business has to hire a worker to literally do anything, even something as mundane as filleting the fish, it costs them a lot after the salary, insurance, medical etc. The cost is naturally forwarded to you, the customer
By the way, when they fillet the fish, the bones, head, skin and innards, basically everything inedible gets sold to pet food companies. Even after that income, the labour cost of the Mexican on the assembly line isn't offset. Go figure
