I hate how bars are so loud that you literally can't be heard by your friends at the same table unless you yell. Great, I love having to scream over your sound system to chat with my buddies while paying for overpriced beer. I've been to some Japanese bars and typically they're a bit more tolerable, with more enclosed spaces per table and no obnoxiously loud music playing, only noise coming from the kitchen and other tables.

A place like IHOP might be very calm and relaxed at 3pm when old people are there for dinner but as things get closer to the evening rush, the music is turned up, partially because of more and louder patrons, but also to push out the last of the Early Bird Special crowd.

Acoustic engineer and audiologist here.As some other anons have pointed-out, it is true that many firms specifically design restaurants and cafes to appear warm and welcoming but also to be noisy and lack speaking privacy specifically to move you on sooner than later. They want those tables freed up. Also the fact that you can cheaply mops, scub, and sanitize hard surfaces much faster and easier than soft or carpeted surfaces gives them further justification.
