For my part of the med, we just eat it raw, either shaved thin as a salad vegetable or the layers separated and served as part of a raw vegetable plate. I'm not sure if it's traditional but over in France, I had a bouillabaisse with fennel cooked into it. The idea of cooked fennel put me off but the stew was pretty good in the end.
