Sounds like lazy employees who don't care if the restaurant makes a sale or not. If they refuse cash and you drive off, they still get paid the same. That too much of that kind of thing could result in the business shutting down isn't their problem.

It just doesn't taste the same. The goop burrito was my beloved tacobell item as a kid. Oh man I can taste the that four tortilla, steamed by the wax paper wrapped and plastic bag. Sometimes even two corporate stores near each other will have different prices and different offerings, but usually not a huge difference. Franchise stores though, they'll gouge you for as much as they think they can get away with.
