This dish is called Hweh (회) and is made by slicing uncooked fish in thin chnks.
>>22083901There's a place near me that does Korean food in a sort of cafeteria style. They make it fresh daily then put it out in containers and you buy a la carte. Bulgogi, glass noodles, all that stuff. It's not exceptional but it's good and reasonably priced.
