You want it just cooked enough so that the pepper still has a bit of bite but peels freely away from the skin.

I would try grinding broccoli and cauliflower and maybe adding some shredded carrots or peas with the rice a bit dryer with some veggie stock mixed in. The seasoning is super important here. Oregano and parsley are key, of course the aforementioned garlic and onion. But don't forget things like a dash of chili powder or a few drops of Tabasco. Really just season it how you like. I do feel like if you soaked or seasoned that ground broccoli and cauliflower correctly it could be a decent substitute for the meat in the pepper.

IMHO, don't add rice. Just plain meat/eggs/cheese works better, especially if they are the main attraction on the plate with a carb on the side.

Yeah you get your filling ready and have your peppers hollowed out as you like, then you put the cooked filling in and the time in the oven is for cooking the pepper and topping to your liking. The guy's dish tin foil roasting tray was filled with moisture because in the pic he clearly filled his bell peppers with tomato and fresh mozzarella among other things, both of which let out moisture like crazy. If you've ever actually cooked bell peppers in your life(you haven't because you don't know how they taste) you'd know that they don't let out that much moisture when roasted to the extent that his pic shows.
And, you know, the moisture isn't fucking red.
