This is just flat out wrong. Most modern dishwashers have a heat boost setting that heats the water above the temp that comes out of the home’s water heater using an internal heating element.
You’re correct about running hot water to purge room temp water from the lines. It’s always better to start with the hottest water possible regardless of what temp setting you use on the dishwasher.

Look up dishwasher boost heater or dishwasher flow though heater if you don’t trust me.

Agreed. Mine broke and I am not even going to fix it. Doing the dishes is relaxing. Throw on an audiobook and zone out. I can also guarantee the cleanliness of what I do myself - I have never in my life had a perfect dishwasher load. Maybe it is my fault? Plus it is cheaper not run it if that matters to anyone.

I try to get the dumbest appliances I can find but the "green" energy saving rules end up forcing manufacturers to have some kind of logic board. A few months ago someone ran into a utility pole near my neighborhood, which caused the power to go haywire for a few seconds. The dishwasher ended up in a non-working state. If I've understood you correctly, this is roughly the procedure for handwashing dishes in a commercial kitchen, except that there should be a third basin for sanitizing the dishes afterward.
