It is so wet and cold and if pan isn’t hot, it just ends up boiling and not getting hot fast enough leading to germs and bacteria leftover.

It’s a legend spread by restaurants so people are scared of cooking that protein.
Simply buy a fresh, cleaned octopus and freeze it for at least 3-4 days, or directly buy one frozen, at this point the internal fibres of the octopus are broken and it becomes easy to cook.

Pressure pot, a bit of water, no salt, no anything, lay the octopus cleaned from the beak and the eyes (1 minute work piss easy) inside, close the lid and the valve, stove on high for 15 minutes (1~1,3 kg octopus) and then turn off the stove and let the pressure pot naturally release the steam. Open, transfer the octopus to a cutting board and let it rest until you can touch it without hurting your hands, then chop it.

If you want to grill it, separate the tentacles and accurately dry them, brush them with olive oil and some aromas —> grill

If you want to pan sear it, do the same or even better cut the tentacles into round pieces then sear them in a hot pan with oil and some garlic.

I suggest you to use a nonstick pan because the gummy skin outside will 100% stick to the stainless steel pan especially if you overcrowd it.

Boil the octopus in a tall pot full of water, don’t salt the water but you can add vegetables and pepper grains, also any aroma you like such as bay leaves, 30 minutes for 1~1,3 kg octopus but before removing it from the pan pierce the thickest part of the tentacles with a fork to check the doneness.

That sounds like steaming it which I think is a safer bet.
Which is fine with me. But frozen has so much water release and too wet.
Imagine putting a wet octopus on a pan. You seem to have experience doing it so good job. That’s why I stopped buying frozen squid, octopus or cuttlefish and the like.

These fishes when frozen release a lot of water because of the broken fibres, but there’s a difference between using fresh fish that you froze in your home freezer vs commercially deep frozen fish from the store or the fishmonger because the latter (like my octopus) loses less water because the freezing process was way faster and the ice crystals are very small.

Also you don’t cook or grill an octopus raw unless you’re boiling/steaming/pressure cooking it, with an exception which is braising.
In that case you cut the octopus in small pieces and you stir fry it in a soffritto, then add some wine and once the alcohol has gone you cover with crushed tomatoes sauce and let everything simmer for 1 hour until your octopus ragù is ready for the pasta. ;)

If you want to grill or sear the octopus as I described above, you have to start with a cooked octopus, so either boiled or steamed/pressure.
