Start by not using apostrophes where they're simply not necessarySteep arbol chiles (or whatever peppers you want, dried or fresh) in heated white vinegar for like 30 minutes. Something below a simmer. You can put a few cloves of garlic if you want, its easy to make the garlic overpower the pepper flavor however. Fresh peppers have their own water obviously, and if you don't like vinegar based sauces, you can just use water. Different vinegars produce different flavors as well. Drain vinegar, but retain it. Blend or cuisinart the peppers as fine as you can, kinda like a red paste. Add a few tablespoons of vinegar to help it blend up. Filter the pepper paste through a cheesecloth or fine mesh filter. You can leave some flakes of the indegestable pepper skins in, but it doesn't really add anything other than a texture. Same for seeds. You pick the consistency of the "mash". Using the retained vinegar, you can fine tune the consistency of the hot sauce to your liking. Don't forget to add a bit of salt and MSG. Don't start off making hot sauces with seasonings and spices. Its easy to fuck them up and difficult to get right. By sticking to all peppers you get way more pepper flavor and retaining the natural heat. Put into a jar like in OP's pic using a funnel. A good lid to keep it fresh.
