I disagree it is a fair culinary/cultural question. I have ridden and cared for horses but I still eat horse meat. Also not being a dog lover myself I wouldn't really care about eating one. Horsemeat is supposed to be delicious, but it's frowned upon in the USA because of show ponies or some shit.

Dogs evolved to want to be around humans though, and they're the most popular pet. I can understand why we don't eat them. I couldn't eat my good little boy.

Humans form attachments to other humans
They can form them to inamimate objects and farm animals too. Theres lots of stories of kids being in disbelief someone would eat their pet pig, or you specifically avoid giving animals names if you plan to eat them.
Then you have dogs as a friendly animals thats been bred to be abnormally friendly, non-aggressive and work as a part of human pack hierarchy. They're not just kept outside and given treats for doing guard duty, they're kept inside and follow humans instructions and entertain them, people find joy of having a dog around, having a dog is a part of raising a kid who learns responsibility by looking after a pet.

You need to hop over big barriers to consider that animal as acceptable thing to eat. In 1st world it'd be closest thing you can get to cannibalism as you can without eating humans. You wouldnt be in calorie deficit, eating the dog would be done out of entertainment rather than necessity. It's not an animal designed to have good tasting meat, its not fed for that either. Theres no wild dogs in cities in 1st world, you cant just grab a dog to eat. You'd have to steal someones family member and basically everyone would want that person to be locked up and medicated.

Only places that eat dogs were culturally tumultuous places with terrible living conditions, the governemnt wasnt capable enough to prevent wild animals lingering around cities, periods of starvation werent that uncommon in their lives, animal rights were nonexistent.

Most obviously, people adore dogs and it's not normalized, so it's seen as an act of aggression to a cute creature.
More practically, it's inefficient and a poor use of money- there's only so big a dog will grow, the amount of meat you can get off one will never be great, before even getting into quality etc. You're not getting milk or eggs while you're waiting for them to fatten up. Hell, they're energetic, they're not gonna fatten up that readily. Meanwhile, the dog actually has its worth while alive- ratting, guarding, companionship, all the hits. Is the pittance of shitty meat you're getting worth the cost of losing your combined home security/pest control? These are more historical concerns, but contribute to the norm we have now. Replace them with more modern concerns (the ballache of having to put up with the wife's reaction to you killing the dog, or having to explain to the kids, or the rest of the people in town treating you like a monster etc) if you'd like.

keeping a horse as a pet is something only like the top 10% of income earners in the US can even afford to do. I've only met 1 person in my 32 year life that had a horse that was strictly a pet or leisure animal and they were a multi income high net worth household. farmers don't count because farmers generally don't value the lives of their animals at all and wouldn't contribute to any negative zeitgeist of eating them. it's literally just seen as taboo because the meat is "bad." People would have no ethical concerns about feeding horse to their dog. They don't care about the animal being eaten, they just care about eating it themselves.
