For the US it makes sense for media to have a very diverse cast since the US is the most diverse country in the world. Would be kinda weird to have a US show these days be exclusively made up of just White people (unless they're all family members of course), especially since there are places in the US where White people are actually the minority. But for Japan since there's so little diversity they don't have much, if any reason at all to add non-Japanese people. Though there are some anime that have that one token immigrant/foreigner character. Usually almost always a White person with blonde hair and blue eyes. They usually end up being just a minor side character anyway though.
