I'm sure you could do some Frankenstein shit like removing cores of meat and drying the interior then searing it with hot skewers but I don't think there would be a non insane way of internally searing a steak. it would also make the steak tougher since the point of leaving a steak particularly uncooked is to leave it more tender.
