I'm fuzzy on the specifics but a lot of canned alcoholic drinks have apparently had to prove they aren't wine coolers in court so it's safe to assume that regulators (half heartedly) tried to stop the concept.

Probably. I used to drink them occasionally a decade ago. Zima, Mike's Hard, Smirnoff Ice, etc were the precursors to seltzers but wine coolers were the original prepackaged low ABV fruity bitch drink.
