Before reading the manga in the storytime, I thought the twin Ciels represented Ciel's past and present, him having split personalities, or him being a two-faced guy (this one is true to some extent).
I think Modri hearing voices and Layla's split personality are the same thing. The orphanage was harvesting organs more than blood. And they were making the students larp as their respective star. I can only see two reasons for that; trying to recreate a star from scratch Frankenstein's monster style or farming replacement parts for the existing ones. In either case, the training would seemingly be due to parts from different people entangling their cinematic records with one another, so making them similar would help smooth that over.My theory is this entire operation was developed after UT had difficulties reviving Modri and Layla. If Modri really had rotted to the point that maggots weren't even eating him anymore, then he would have needed substantial donor tissue. That could be why he hears voices and has the strangeness with his memories. And Layla could be made of two people, probably fraternal twins, hence the two personalities. So in an effort to avoid this problem in the future (and keep Ciel more pure), UT created the orphanage.

I'll be honest: i expect ut has something else along with just falling in love with claudia. Having in mind he started his experiments long before knowing her, it seems to be the case. I don't know, I just think I'd be kind of a bummer if he did all this shit just because he fell in love with a woman fifty years ago.
