At most you can get them to stop, you're not gonna get any big money from it. At the end of the day it's a face and a lot of people do have similar faces to celebrities so it's hard to hold a copyright a face alone. The only way it's going to work out in the parodied party's favor is if they're borderline advertising the comic as being endorsed by the person who's face is used(especially if the personality is similar and not a clear parody) and the comic has a notable influence on the reputation of the person and is making enough money to be sued for...the last two are very unlikely for mainstream comics. Samuel Jackson probably had one of the best cases for suing because they were using direct images for references, and even then he really just played it for a gentleman's agreement to get dibs on the role in a movie.
