He's had his highs and his lows (and boy could they get low) but he's a classic for a reason.
Looking back on it, there's a whole lot of cartoons where Popeye's being a sailor is totally irrelevant. Do you think these cartoons are okay, or do they suffer from just plopping him into whatever situation they need him in?

That applies to every character that has been made public domain recently, despite how many people beg for characters to go public domain, nobody actually makes anything with them or they make some cheap low quality slop as a novelty

Tastes change. Look at the other mega-stars of the 30s, Mickey Mouse and Superman. Everybody knows them, but they're not as popular now as they were.

It doesn't help that King Features will license the character to anyone who wants to put some slop product out. The only good products to come from Popeye are the original Segar strips and the Fleischer shorts. Everything else is cheap exploitative garbage.

One problem is that anyone truly creative would rather do their own characters than someone else's. It's only the hack that want the current popular character to be free for them to use too.

I kind of predicted this problem.
Most public domain characters have been absolutely milked to death over time.
The ones that haven't weren't popular enough for people to want in the first place.
I feel like the cutoff period is too long, should be death of the author plus 25 years max, but I'm not sure how more characters being in the public domain helps anybody.

It isn't just the characters, but stories, movies and music too.
Jazz classics such as body and soul entered the public domain.
And every year, more of the weird tales magazine is becoming public, which allows for electronic libraries to publish them.

If we’re being honest, the only Popeye media really worth indulging in are the comic strips, the Fleischer and Famous cartoons, and the comic books. Everything else is either cheaply or badly produced. The Robin Williams movie is the one exception.

I feel like Superman still has a few more decades before he becomes one of those characters that everyone knows, but nobody really cares about anymore. You can see this when you compare Popeye fans to Superman fans; it’s night and day. The average Popeye fan is usually a die-hard fan, mainly because there aren’t that many left. So when you actually meet someone who genuinely cares about Popeye, they’re usually completely invested in him. Superman fans, on the other hand, range from hardcore fans to very casual. People like Superman the same way they like Batman or Spider-Man, most people are going to say they like them as a default answer. He’s still a popular character.

Yes, the overly long copyright screwed up human culture, the public domain was frozen for 2 decades.
But it is slowly coming back, Winnie-the-Pooh is gaining 3rd party material

Doesn't help that you have to be very specific in how you use the character. Like Mickey can only be based on tug boat and each of his cast becomes available on different dates. Superman is limited to certain powers and no Lois.
