This means that in order for him to get his magic to give him anything he wants, he needs to rope in just the right sucker who has the right sort of wish that he can monkey paw somehow into serving his own needs. This means he has to go through a wide range of people looking for exactly the right stooge, and if that person happens to only be able to afford to pay him a nickel, then he has to sometimes charge a nickel just to get a chance to encounter them. And I guess for some reason he didn’t want to just grant wishes for high fees and just get rich that way for some reason. Probably he foresaw some way that’d just backfire on him, like somebody woulda sued him for being a scam artist, or he’d draw too much attention and get lynched for being a witch. He more specifically wanted power and security rather than just money.
