That particular art style makes me think it'd be mostly directed to girls.
Thematically it can be anything though. Could be about her life in a semi-historical setting (medieval, ancient), could be a fantasy thing, could be modern... hard to say.
I guess I'd make a fantasy cartoon set in medieval-ish times. Girl in question could be an orphan girl studying to be a mage, or she could be a knight apprentice. Either way, she'd have other apprentices/classmates to interact with.
She could go on adventures in some episodes, or have mage school shenanigans happen, etc.
