At the time superhero movies didn't have as good a track record and it's even worse for anything outside of Marvel and DC. So they turned supervillains into a group of assassins. They probably tried to get Halle Berry but she must've been busy or turned it down. And the rights were probably cheap and provided a foundation for a script.
