That's how we got Adult Party Cartoon and Stripperella. Quagmire's issue is how one note he is, especially before they "fleshed out" his modern incarnation's hatred for brian and his wider family tree. Short of making an entirely different kind of show with Quagmire in the lead, I dont know how you sell an audience on that. At best I could suggest making him into an American James Bond, but at that point you'd be making him into store brand Archer.
