He is the opposite of the Spectre, they're two sides of the same divine coin.
Where as Spectre would tell you to go all Frank Castle on someone, Phantom Stranger would do the opposite I guess.

unless you mean the golden age, the spectre in the jsa and jla usually showed up either to give the team a quest or become a pawn of the villain (day of judgement, that jsa story where hal's shame was manipulated). outside their own comics the can't be a real member only a jobbing road block or navi from zelda.
