Firstly DC has the number 1 best selling comic book staring a black character in Absolute Green Lantern. They also have Green Lantern Core which stars both black Green Lanterns.
Scott Snyder also all bur confirmed that a new black-led, black-focused ongoing would be announced in the coming months.

And outside the GLC, let's get real, DC doesn't have any black characters who can support their own ongoing.
DC's comics, outside of the narrow slice of heavy-hitters, sell worse than Marvel's. A D-list character like Moon Knight well outsells lines like Aquaman and the Flash. And those are the A-tier of DC's universe.
So when you look at it, there just isn't the market for DC's black cast to get ongoings.

I mean what characters are we talking about?
Mr. Terrific?
Vixen?
Black Lightning?
Static?
These aren't popular characters, they're beneath Aquaman. They can't support a real run.

Vixen might be able to support an ongoing if they made every variant a gooner variant. That's how half the female led book these days get basically half their sales. Maybe even most of their books depending on how well DC's swimsuit variants do cause I know Nightwing's increased when Travis Moore had that gooner variant 4-5 months ago.
