I actually like the Uniforms of the Fire Nation so I’ll post a bunch of them, starting with the rarest variant, that being the Phoenix King Guard that we see only once. What’s interesting is that, possibly, this could be an animation error but I like to think that Ozai gave the elite of the Royal Guard New Uniforms etc.

There has to be at least three tiers of goons.First the fodder, cheap and expendable that aims to do all the less desireable jobs around the base and attempts to overwhelm the hero with numbers.Second the competent and versitile goons, the kind to take leadership roles directing fodder and to pose as individual threats, better gear and some unique capeabilities to set them apart.Finally the elite, your close bodyguards and the type that will mop up whatevers left with overkill after 1 and 2 tiers fail, might attempt to backstab you.
