Why was Mr. Burns so uncharacteristically nice to Homer in this episode?

Honestly though, I really don’t understand why Homer’s Enemy is held on such a high pedestal.

because the episode is majorly through the perception of Frank Grimes, who is purposely misinterpreting everything he sees in order to validate his hatred towards the world. Homer just is the easiest thing for him to latch onto for that.

No, Grimes is an amped-up version of the role Superintendent Chalmers usually fills: a sane normal man in a crazy sitcom world. The writers have talked about the whole idea being how a realistic person would perceive and interact with zany Homer and all the miraculous things he's done.

Burns doesn't remember who Homer is so it's easy to explain why he always treats Homer like he's someone new. Then you see Burns going to Homer's house, asking for his daughter, and when Homer asks if he means Maggie, Burns immediately recognizes her as the one that shot him.

That's what they wanted it to be, I do understand that. But in context, Frank is just kind of an asshole who is mad at the world. Unfriendly and taking it out on anyone he can instead of the person who is actually causing his strife. He SHOULD be angry at Burns because realistically Burns is the one who is fucking him over by preening over Homer and ignoring Grimes as soon as he's hired. But Homer is easier to get angry at because Homer is more accessible.

Instead he became a petty vindictive fag against the one dude trying to be nice to him

Frank Grimes is just as much a cartoon character as Homer is. His entire life is a never-ending train of misery and pain. He was broken long before he met Homer. The universe hates Frank Grimes. God exists and wants Frank Grimes to suffer. He’s not even Sisyphus. Homer is Sisyphus and is happy because he’a dumb. He’s Tantalus and the goal is always kept just out of his hands

Because IC, Burns is always forgetting who Homer is and only gets mean when he does remember. He explicitly calls him "young man" in this scene.
