Why don't all the goons and henchmen out there simply not just unionize?

They just want a crack at Batman, they don't give a fuck about Joker's scheme, or Bane's revenge plot. They just know join up with a costumed crazy guy, wear a funny hat and rob something until the Bat shows up, then it's on!
