Also, between the two, Roger Rabbit executes the interaction of toons and the real world with a ton of skill, while Cool World does a piss poor job at having the human actors react and interact with toons in any kind of believable way, on top of loading every scene with tons of random bullshit happening in and around the scene that no one even glances at.

So every scene where there's just dozens of characters showing up out of nowhere and doing some short, shitty looking animation loop while no one else in the scene reacts, is because of that dispute with the studio.
